    DESIGN RESEARCH AND APPLICATION CENTER BYLAW (EKOTAM)



    Purpose
    Article 1 - The purpose of this bylaw is to set out the general rules and principles regarding the aims, activities, administrative organs and their duties of Izmir University of Economics Design Research and Application Center (EKOTAM).

    Scope
    Article 2 – This bylaw includes provisions regarding the aims, activities, administrative organs and their duties of Izmir University of Economics Design Research and Application Center (EKOTAM).

    Basis
    Article 3 – This bylaw has been established in accordance with paragraph (d), sub paragraph (2) of clause one of Article 7, and Article 14 of Higher Education Law No. 2547.  

    Aims of the Center
    Article – The aim of the center is to conduct research in the areas of science, theory, history, philosophy, education and application of design, collect data, generate and share information, and carry out practical applications.

     Activities of the Center
    Article 5 – Activities of the center are as follows:
    a) Conducting research in the areas of design, theory, history, education and practical application, generating and sharing information.
    b) Preparing design projects which solve specific problems and ensure their
    application in the real world.
    c) Producing design projects to meet demands from a variety of sectors and individuals for a specified fee, ensuring their practical viability and providing subsequent support.
    d) Providing a liaison between education and industry when putting theory into practice.
    e) Providing a service to the design sector by adopting the role of a design consultancy.
    f) Contributing to the development of design in turkey and to this aim supporting enterprising themes such as design council and design museums.
    g) Being involved in seminars, lectures, conferences, organizing symposiums, preparing radio and TV programs, broadcasting and organizing any committees related to these areas.
    h) Setting up platforms, groups, sub-groups, working groups and suchlike to work in this field.
    i) Supporting the activities of organizations with similar aims.

    Administrative Organs of the Center
    Article 6 – The center consists of the following organs:
    a) Director
    b) Administrative Board
    c) (Added:OG-2/4/2018-30379) Advisory Board

     Director
    Article 7 –  Director is assigned by the Rector among the lecturers of Faculty of Fine Arts and Design for a period of three years.  
    The Director of the Center is at the same time the head of the Administrative Board. The Director can be re-assigned at the end of the three-year term.

     Duties, responsibilities, and authority of the Director
    Article 8 – The Director of the Center carries out his/her duties in accordance with Article 4 of this Bylaw, and acts on the decisions taken by the Administrative Board and appraises performance.

    He manages the sub-groups in accordance with the activities of the Center.
    At the end of each activity period, he compiles a report and submits it to the Administrative Board.

     Administrative Board
    Article 9 - The Administrative Board is made up of four members, two members from the Faculty of Fine Arts and Design, and two among the other faculty members, all of whom are appointed by the Rector.
    The term of office, for Administrative Board members, is three years. The members can be re-elected at the end of their term of office. A new member can be appointed in the event of a member who resigns before his term is over.
    Administrative Board convenes at least at least three times (and more often if necessary) a year upon the invitation of the Director and they review the activities of the Center and take decisions about the related subjects.
    Administrative Board convenes with absolute majority and majority of votes takes the decisions. 

    The Duties, responsibilities, and authority of the Administrative Board
    Article 10- Administrative Board ascertains the bases regarding the arrangement of the activity report that the Director of the Center will prepare at the end of each activity period, evaluates the report presented, discusses and adjudicates the work schedule of the next period.

    Advisory Board
    Article 10/A- (Added:OG-2/4/2018-30379)

    Advisory Board is made up of people who are experts in their fields upon the recommendation of the Rector and the approval of the Board of Trustees in order to guide the activities of the Center and evaluate them.
    President of Board of Trustees, Rector, and Director of the Center are the natural members of the Advisory Board. The Board selects a Chairman among its members. The term of office, for Advisory Board members, is three years. The members can be re-elected at the end of their term of office. A new member can be appointed in the event of a member who resigns before his term is over.
    Advisory Board convenes twice a year upon the invitation of the Director, and they review the activities of the Center and makes recommendations.

    Duties of Advisory Board
    Article 10/B- (Added:OG-2/4/2018-30379)

    Duties of the Advisory Board are as follows:
    a) Supporting the Center with opinions and recommendations,
    b) Supporting the research projects in accordance with the activities of the center, and help them carry the projects into effect,
    c) Evaluate the activities of the Center, and its long-term scientific and administrative plans,
    ç) Make suggestions to the Administrative Board of the Center.

    Effectiveness
    Article 11- This Bylaw takes effect on the date it is published. 

    Enforcement
    Article 12- The Rector of the Izmir University of Economics enforces the provisions of this Bylaw.
